The salary structure is two-part. For the first 5 years, you get a fixed pay of Rs. 26,000 per month. See, this is fixed — no increments, no allowances during this period. But after 5 years of satisfactory service, you move to the regular 7th Pay Commission scale of Rs. 25,500–81,100 (Level-4). And that comes with all government employee benefits — DA, HRA, TA, pension, gratuity. So the first 5 years might feel tight, but after that, you get the full benefits. And Rs. 26,000 is not bad for a Class-3 post in Gujarat. The regularization after 5 years is subject to a Supreme Court case, as mentioned in the notification.
